Development strategy

As a result of economic crisis’ impact, Ukrainian oil products market in 2009 contracted by 10% in comparison with 2008. In future, we expect the recovery of demand for oil products as a result of anticipated economic growth. Firstly, we expect the growth of corporate sales, which decreased the most as a result of the industrial production contraction. The key driver of our fuel sales is the growth of vehicle park in Ukraine. The comparison of the number of vehicles per 1000 people in Ukraine and in the largest industrially developed countries demonstrates that this indicator will be increasing in the forthcoming years as well, which will create preconditions for the further fuel market growth. Such market conditions will support Concern Galnaftogaz in achieving its ambitious plans towards construction and acquisition of new filling complexes.

We set a goal to expand the footprint of Concern Galnaftogaz filling complexes in Southern and Eastern regions of Ukraine, principally in cities.

Under the conditions of economic downturn, Concern Galnaftogaz is optimizing its costs, therefore a tender committee has been established for the purpose of purchase of goods and services, which are not related with Company's basic activity.

In our activity we are widely using marketing instruments for the purpose of attracting new clients and retention of the existing ones, in particular the card loyalty program FISHKA is in effect, the number of clients of which has exceeded 200 thousand people as of the end 2009. We build the brand new level of communication with all these clients. Also, more than 50% of fuel sold via our network, has been purchased by clients who use FISHKA card.

Concern Galnaftogaz remains the leader by social responsibility: quality of fuel and services, Company's transparency and openness, conduct of audits (including ecological), implementation of accessibility requirements, implementation of ecological programs etc.

The main strategic goals of Concern Galnaftogaz are:
1. To become a ¹1 company by efficiency and quality of products which are offered in the market. By products we mean all goods, services, and service system;
2. Maintenance of our position among top three companies by share of oil products retail trade market in Ukraine via expansion of the Company’s own network of filling complexes to more than 500 units till 2012, and coverage of the whole territory of Ukraine with it;
3. To offer new goods and services to the clients. Development of non-fuel segment of the Company’s activity: development of new format of shops at filling complexes, development of restaurants, cafes, hotels;
4. To maintain the leadership in corporate governance and financial transparency practices. In perspective, Concern Galnaftogaz plans to extend considerably its investor base via share offering through IPO.
